Running a fundraiser in Tasmania (TAS)? - Permit thresholds
- No permit required if the total retail value of prizes is ≤ $5,000.
- If total prize value exceeds $5,000, you must obtain a Minor Gaming Permit.
- Prizes
- All prizes must be valued at retail value (donated goods/services included).
- Prohibited prizes: tobacco, firearms or ammunition, explosives/dangerous articles, cosmetic or medical procedures.
- Cash prizes are allowed but must be included in the total value calculation.
- Ticket pricing
- If prize value ≤ $1,000: multiple tickets can be sold at a discounted bundle price (e.g. 3 for $5).
- If prize value > $1,000: all tickets must be sold at the same price. No bundles or discounts allowed.
- Draw rules
- Draw must occur within 6 months of ticket sales (12 months if prize value > $5,000 and approved by the Commission).
- Tickets must have an equal and random chance of winning.
- First ticket drawn must win the highest-value prize; second ticket the next highest, etc. “Reverse draws” are not allowed.
- Age restrictions
- Under 13: cannot sell tickets.
- Under 16: cannot sell tickets if total prize value > $500.
- Under 18: cannot buy tickets in raffles with prize value > $10,000.
- Records & reporting
- Records must be kept for 7 years, including ticket butts, unsold stock, sales registers, expenses, and bank records.
- Funds must be banked and traceable to the benefiting organisation.
Step-by-step: running your TAS raffle
1) Confirm your purpose
- Raffles can only be run for charitable, benevolent, sporting, cultural, or community purposes—not for private or commercial gain.
2) Check if you need a permit
- If your total prize pool exceeds $5,000 → apply for a Minor Gaming Permit.
- If ≤ $5,000 → you can proceed without a permit but must still follow raffle rules.
3) Plan your prizes
- Use retail valuations, even for donated items.
- Avoid prohibited categories (tobacco, firearms, medical/cosmetic procedures).
- Clearly disclose any prize conditions (e.g. travel not included, expiry dates).
4) Design your tickets
- Tickets must state: ticket price, draw date/time, venue, description and value of prizes, organisation name, and permit number (if applicable).

5) Set ticket pricing
- ≤ $1,000 prizes: bundling allowed (e.g. 5 for $20).
- $1,000 prizes: all tickets one fixed price.
6) Apply for permit if needed
- Lodge your Minor Gaming Permit Application with the Tasmanian Liquor & Gaming Commission before ticket sales begin.
- Some raffles also require an Individual Activity Notification (details, example ticket, draw date).
7) Publish your rules & disclosures
- State who can enter, how/when the draw occurs, how winners will be notified, and prize delivery timeframes.
- Disclose if any third-party fundraiser/platform is involved (and record their remuneration).
8) Sell responsibly
- Don’t sell to under-18s if prize pool > $10,000.
- Ensure sellers are of legal age.
- Include your permit number on all advertising.
9) Run the draw
- All sold tickets must be included.
- Highest prize must be awarded to the first ticket drawn.
- Reverse draws or eliminating tickets for consolation prizes are not allowed unless approved.
- Draw must occur within 6 months (or 12 months with Commission approval).
10) After the draw: notify, deliver, record
- Notify winners promptly and deliver prizes as advertised.
- Keep full records for at least 7 years.
- Bank proceeds into the nominated account and ensure they go to the stated purpose.
